MSM, HIV, and the Road to Universal Access - How Far Have We Come? is an American Foundation for AIDS Research (amfAR) special report that examines the response of 128 countries to a 2006 United Nations initiative promoting universal access to HIV prevention, treatment and care. The report focuses on men how have sex with men (MSM) who make up a large and growing portion of the AIDS epidemic. It includes everything from how to expand condom programming to the latest in treatment recommendations, guidelines and standards. Global Health Funding: On Wednesday, July 30, 2008, President Bush signed into law legislation, H.R.5501, that reauthorizes the President's Emergency Plan for AIDS Relief (PEPFAR). The legislation allocates $50 billion - $48 billion towards PEPFAR and $2 billion towards American Indian issues.
